As the Non-Alligned Movement (NAM) and G77+China Summits kicks off today, a comprehensive Traffic Management Plan has been issued by Uganda Police Force, outlining key traffic diversions and guidelines for motorists.

In a press statement dated 12th January, 2024, the Directorate of Traffic & Road Safety-SP Kananura Michael hints on key diversions and traffic control points.

According to SP Kananura, this has been done to not only ensure smooth traffic flow but also minimize disruption to the summit proceedings.

“Security checkpoints and traffic controls are imperative to safeguard the events and those participating.” Said SP Kananura

Key diversion points include:
1. At Mpala, traffic will be diverted to Entebbe Highway.
2. Kisubi will reroute traffic to Nakawuka Road, providing access to Kampala city.
3. Kajjansi flyover will divert traffic to Lubowa – Zana.
4. Diversions at Serena–Kigo, Mutungo–Kitiko, and Busabala traffic lights for any vehicle sighted heading towards Munyonyo Spur.

Security measures will include a screening checkpoint at Munyonyo roundabout, diverting motorists to Salaama Road and Buziga. Motorists from Gaba Road approaching Munyonyo will be redirected at UCB Road to access Buziga – Lukuli.

Additional diversions along the Northern Bypass at Sentema, Nansana, Bwaise, Kalerwe, Kyebando, and Kisaasi interchange, flyover, and slip roads are implemented. Bwaise flyover will reroute traffic to Sir Apollo Kagwa road for access to the city center.

Traffic police will regulate flow at various junctions and access roads based on delegate movements. All motorists are urged to adhere to police directives.

Uganda Police Spokes Person, SCP Fred Enanga appealed to motorists for utmost coperation, “We expect adherence and cooperation from motorists to facilitate the secure and efficient flow of traffic.”

“We expect adherence to these guidelines. As already observed, security within Kampala City, and the Greater Kampala area has been tightened, with highly visible and non-visible manpower, to purposely detect, deter and disrupt any range of criminal activity,” Warned SCP Enanga

“In addition, we have specialist response teams at selected locations and patrollers in rapid reaction formations. Those wide ranges of security measures are not fixed and are constantly being renewed, to ensure they remain effective and appropriate.” Asserted SCP Enanga.

Police has also installed search and screening technology, dedicated K9 teams, and deployed both overt and covert officers in and around all venues and routes. CCTV monitoring and communication centers are in place with a command centre at the venue.

In a noteworthy restriction, motorcycles will not be permitted on the summit route from Entebbe Airport to Speke Resort Munyonyo. Additionally, some boda boda stages along summit routes and hotels have beeen relocated.

The main routes for the summits include;
Kampala-Entebbe Express way to Speke Resort Munyonyo.
Kampala-Entebbe Express way – Northern bypass – Binaisa road, Mulago Roundabout -Yusuf Lule – Nile Avenue.

It should be noted that the summit route (The Kampala–Entebbe Express Way to Speke Resort Munyonyo) covers a stretch from Entebbe International Airport via Kajjansi Interchange.

The corridor is expected to be tightly regulated with diversions and holding of traffic and other road users. However, the regulation of traffic flow will take into consideration of local and international flights to access Kampala or Airport.

On that note, travelers flying from Entebbe International Airport have been advised to plan their journeys in advance to avoid inconveniences or delays.

Police says, the measures are being implemented to enhance security and minimize disruptions during this significant international gathering.

Uganda will be hosting the 19th Non-Aligned Movement & G 77 +China Summits between 15th – 23rd January 2024 under the theme: “Deepening Cooperation For Shared Global Affluence.”

Over 40 Heads of State and Government Officials from the 120 member countries have confirmed attendance.

Hon. John Mulimba, the State Minister for Regional Affairs, says the summit will provide a unique opportunity for Uganda to be at the center of global affairs as well as support and promote the interests of developing countries.

“The vision for Uganda will be a stronger and united NAM that contributes to a better and stronger world for all,” said Mulimba said.

The summits are taking shape at Commonwealth Speke Resort Munyonyo. H.E The President of the Republic of Uganda is also expected to attend.
